19-year-old man turns himself in after St. Paul homicide

The victim of Friday night's fatal shooting in Frogtown was identified as Mark Franklin Jr., 21.

St. Paul police caught a break in the city's sixth homicide of the year late Friday when a 19-year-old man turned himself in at police headquarters less than 24 hours after a 21-year-old man was shot and killed in a Frogtown neighborhood home.

The suspect was booked into the Ramsey County jail, where he's being held pending murder charges, police said.

Authorities identified the victim as Mark Franklin Jr.

Officers responded to a report of a shooting around 4 a.m. Friday at a home in the 600 block of Elfelt Street, where they did not initially find a victim. People at the house told police the man had been driven to Regions Hospital, where he died.

The case remains under investigation, but police said they are not looking for a second suspect.
