A Roseville man was charged Tuesday with murder, accused of providing a mixture of heroin, methamphetamine and fentanyl to a woman who died of an overdose.

Victor W. Lynch, 50, was charged in Ramsey County District Court with two counts of third-degree murder in the death of Trina Maurstad, 28, of White Bear Lake.

Lynch was charged via arrest warrant, and remains at large. Roseville police issued a plea Tuesday for the public's help in locating him.

He is described as a white male, 5-foot-10, 218 pounds, bald with hazel eyes. He does not have a permanent address. Roseville police urged anyone with information about his whereabouts not to approach him, and instead to call 911.

According to the criminal complaint filed against Lynch: Police were called at 10:11 p.m. Oct. 10 to the Roseville Red Roof Inn, 2401 Prior Av. There, officers found Maurstad unconscious in one of the rooms with another woman and Lynch, who worked as the inn's maintenance man and lived in the room.

The woman was performing CPR on Maurstad when authorities arrived. Police saw drug paraphernalia in the room, including hypodermic needles.

Authorities tried to revive Maurstad with Narcan, but they were unsuccessful, and she was taken to Hennepin County Medical Center, where she died.

In separate interviews with police, Lynch and the female witness said they were unaware that Maurstad had taken any drugs, and that they themselves had not consumed narcotics that night.

A few days later, the charges said, the female witness told police she and Maurstad arrived at Lynch's motel room on Oct. 9, and that Maurstad wanted to get heroin from him.

Lynch mixed a "speed ball (a mixture of methamphetamine and heroin)," loaded it in syringes and offered them to the women, the charges said. The female witness put hers in her purse, and told police that she saw Lynch put a tourniquet on Maurstad's arm. It appeared as if he also injected the drug into Maurstad, the witness told police.

Lynch offered the women "several" more shots of narcotics over the next day, according to the complaint. Police found four loaded syringes in the female witness' purse; three contained a mixture of heroin, methamphetamine and fentanyl, and one contained methamphetamine.
