About 50 transgender people and their supporters rallied at the State Office Building by the Capitol in St. Paul on Thursday during Transgender Day of Visibility. They were protesting a Republican proposal that would require people to use bathrooms and changing rooms that match their "biological sex." At left, Kya Concepcion and JayCee Cooper, both of Minneapolis, were part of the gathering. "I should not fear being black and trans," said Concepcion. The measure would govern the use of public restrooms, locker rooms and dressing rooms. The legislation has not been scheduled for a committee hearing, and similar legislation did not advance last year in the Legislature. Gov. Mark Dayton has promised to veto it if it reaches his desk.
