MINOT, N.D. - The president of Minot State University says a plan to offer in-state tuition to out-of-state students is working.

David Fuller says the plan is attractive because colleges in some other states have had to raise tuition due to budget problems. He says Minot State has been able to attract about 15 percent more students than normal from Minnesota with minimal marketing, and also more students from Canada.

Fuller says the program is dubbed "Grow North Dakota" because many students who come to Minot State end up staying in North Dakota.
