DEBT AND EQUITIESMocon Inc., Brooklyn Center, declared a quarterly cash dividend of 10.5 cents per share, payable Aug. 17 to shareholders of record on Aug. 3.

PersonnelCreganna-Tactx Medical, a Galway, Ireland-based medical devices outsourcing company specializing in minimally invasive medical products, has named Scott Ward chairman. Ward is president of Raymond Holdings and a former senior executive of Medtronic Inc. He also is chairman of the board of MAP Pharmaceuticals in Mountain View, Calif., and of Gillette Children's Specialty Healthcare in St. Paul, and is a board member of eden Prairie-based SurModics Inc.

Insignia Systems Inc., Brooklyn Park, said that Donald Kramer will retire as chairman of the board but remain a board member. The board appointed Scott Drill as chairman of the board, CEO and secretary; he will no longer serve as president. The board also appointed Glen Dall as Insignia's president and COO. Dall was most recently EVP and COO.
