Mindulle Unleashing Flooding Rain over Vietnam

Tropical Storm Mindulle is unleashing flooding rain over northern Vietnamfollowing Tuesday's landfall north of Vinh.As of Tuesday morning, EDT, the center of Mindulle was inland about 130 milessouth-southwest of Hanoi.

Highest sustained winds were near 45 mph, down from 60 mph at the time oflandfall.

Mindulle weakened quickly over increasingly rugged landscape as it headedtoward the west-northwest at 9 mph.

The foremost threat to life and property will continue to be that of floodingrain.Already, as of Tuesday morning, rainfall has topped 13 inches, mostly within 12hours, at Vinh. Such rainfall can unleash major flooding.

Amounts of 6 to 8 inches have fallen as far south as Da Nang.

Through Wednesday, rainfall locally reaching 12 to 18 inches will douse an areawestward from the landfall area into the highlands of northern Vietnam andnortheastern Laos.

Mudslides will be another threat.
