The city of St. Paul recorded its third pedestrian death of the year when a disabled man was fatally hit by a vehicle Thursday morning in an intersection near St. Paul College.

The crash occurred around 6:30 a.m., killing 54-year-old Dan Lytle, his family said.
Police were called about 6 a.m. to the intersection of John Ireland and Kellogg boulevards, where they found the man lying in the street. The driver and another passerby stopped and attempted to perform CPR on the man, but medics declared him dead at the scene, said Sgt. Mike Ernster.
Family members identified the victim as 54-year-old Dan Lytle of North St. Paul. Lytle, who walks with a cane, suffered serious injuries more than 30 years ago while test-driving a motorcycle. A car struck him, resulting in the loss of 4 to 5 inches on one leg.
"It changed him forever," said his younger sister, Theresa Rogers. From that point on, he rode public transportation.
Earlier this winter, Lytle slipped on the ice and broke his ankle, so one of his legs was also in a walking cast.
His friends and family members aren't sure where he was headed so early on Thursday but suspect he may have been en route to visit a friend who lives a few blocks away. Investigators told Rogers that surveillance cameras were not functioning in that intersection.
The driver was headed east on Kellogg Boulevard when the crash occurred. Neither drugs nor alcohol appeared to be a factor, according to a preliminary investigation, and the driver is cooperating with detectives, Ernster said.
The fatality comes just days after Taressa D. Wilson-Snyder, 22, was run over by a teen driver at the intersection of Maryland Avenue and Desoto Street. Police on Wednesday identified a 17-year-old boy suspected in the hit-and-run crash that occurred about 2:30 a.m. Saturday.
The boy was interviewed and released to his parents, police said. The case will be presented to the Ramsey County Attorney's Office for possible charges, police said.
From Jan. 1 through Feb. 28, there were 25 crashes involving vehicles and pedestrians, according to city statistics.
