Suburban and rural poverty in the metro area jumped 92 percent from 2000 to 2013 while it grew by 24 percent in the core cities, according to a newly released Metropolitan Council report. The Metropolitan Council defines poverty as 185% of the federal poverty threshold ($44,093 for a family of four in 2013).
