Sunday's deadly accident near Cambridge involved a number of violations of Minnesota's "graduated licensing" law for new drivers under 18. The law says:
Time of day: For the first six months of licensure, driving is banned from midnight to 5 a.m. Exceptions: If a young driver is accompanied by a licensed driver 25 or older, is heading to work or driving for employment purposes, or is heading to a school event to which the school has not provided transportation.
Number of passengers: Also during those first six months, the new driver is permitted to have only one passenger under age 20 unless accompanied by a parent or guardian. For the second six months, the limit on passengers under 20 rises to three. Exception: passengers under 20 who are members of the driver's immediate family.
