THE PROGRAM
Under the requirements of the Department of Housing and Urban Development (HUD), the local programs using the nearly $4 billion in new grant money should do one or more of the following:
• Acquire, rehab and sell foreclosed homes.
• Acquire, rehab and rent foreclosed homes, which would be owned by a nonprofit housing agency.
• Acquire and demolish blighted foreclosed homes, leaving a vacant lot for a new home.
