A transcript of comments made at a Burnsville City Council work session, June 12, 2012, which was presented to the court in the lawsuit:

Mayor Elizabeth Kautz: Things have changed in Burnsville, and we're an older community … we have some challenges, so how are we going to solve that challenge? There are two tools that are available to us, civil fines or fees.

Council Member Mary Sherry: I'd like to just pick up a little bit about your point about the community changing — it's older, but it's also becoming more ethnically diverse, and it's also having a lot of rental properties … and many of the people who are either purchasing or renting these homes don't really —

Mayor: They don't know how to take care of the property.

Council Member Sherry: Well, and they don't — it's not their culture.
