PAUL - 1/30/09 - The Toughest Cowboy competition of the World's Toughest Rodeo made it's annual Winter Carnival stop in St. Paul Friday night at Xcel Energy Center. Brave cowboys compete in bareback riding, saddle bronc riding or bull riding. Ladies saddle up for the championship title in barrel racing. The most popular cowboy of all, Whiplash the Cowboy Monkey, will make an appearance. Get your boot-scootin' boogie on at a "Party on the Dirt" following Saturday's rodeo, featuring country newcomer Jon Pardi. (7:30 p.m. Fri.-Sat. $17-$80.
